Retrieves district details by name or Sinhala/Tamil name.
Parameters
- d: unknown
  District name in English, Sinhala, or Tamil.
Returns DistrictInfo | null
A copy of the district details, or null if unknown.
Example
```
getDistrictInfo('Kandy')?.provinceName; // 'Central'
getDistrictInfo('Kandy')?.nameTa; // 'கண்டி'
```
